日本語にすると「立法機関への代表を選出する、地域の一員」といった感じでしょうか。

記事では次のように使われていました。

語源は、
late 15th cent. (as a noun denoting a person who appoints another as agent): from Latin constituent- (partly via French constituant) 'establishing, appointing', from the verb constituere
「代理人を指名する人」からきているみたいです。
