wikitionaryによると、
kettling:The practice of police surrounding a hostile mob (usually of protesters) and not letting them disperse
日本語にすると「警察官による、デモ隊を囲い込んで封じ込める戦術」でしょうか。

記事では次のように使われていました。
“We were kettled on the bridge from 9.20 untill 11pm. They said they would let us out over the bridge, but then kettled us in on both ends..."
「午後9時20分から11時まで橋の上で囲まれていたんだ。警官達は、橋の向こうで解放するといったのに、両端で僕らを封じ込めたんだ」

語源は、
英辞郎によると、ドイツ語のKessel（やかん、包囲された地域）、einkesseln（包囲する）から、ということです。
