「節減する」を英語で？

TheNewYorkTimesのPaul Krugmanによるコラム"The Mutilated Economy"の中に以下の一文がありました。

"The long-term unemployed eventually come to be seen as unemployable; business investment lags thanks to weak sales; new businesses don’t get started; and existing businesses skimp on research and development."
「長期失業者は結果的に雇用不可能とみなされるようになる。そして、弱い売上のせいで企業投資の足は鈍り、現状の企業もリサーチや開発を節減するようになる」

Googleで"skimp"を検索すると以下の定義がなされていました。
expend or use less time, money, or material on something than is necessary in an attempt to economize.
「効率を意図として時間、お金、資源を必要以上に少なく使う又は消費すること」
