JapanTimesの社説から。

oxford dictionaryによると、
founder: (of a ship) fill with water and sink
日本語にすると「（船が）浸水して沈没する」といった感じでしょうか。

社説では次のように使われていました。
Rather than tackling national problems, the country’s political class seems content to let the government founder.
「国内の問題に取り組むよりも、国の政治家達は政府を沈没させご満悦のようだ」

語源は、
Middle English (in the sense ‘knock to the ground’): from Old French fondrer, esfondrer 'submerge, collapse', based on Latin fundus 'bottom, base'
ラテン語のfundus（底）からきているようです。
